Djibouti became a Party to the WHO Framework Convention on Tobacco Control on October 29, 2005.
Smoke Free Places
Smoking is prohibited in all enclosed workplaces and enclosed public places, with the exception of restaurants and bars where smoking should be restricted to designated areas “unless impossible to do so.” Smoking is also prohibited on all public transport and in outdoor areas of health and educational facilities.
Tobacco Advertising, Promotion and Sponsorship
The law broadly bans tobacco advertising, promotion, and sponsorship, but does not explicitly prohibit point of sale product display.
Tobacco Packaging and Labeling
The law requires rotating health warnings covering 50 percent of the front and back of the packaging of tobacco products. Warnings on smoked tobacco products include an image/graphic while warnings on smokeless tobacco products are text only. Misleading packaging and labeling, which could include terms such as “light” and “ultra-light” and other signs, is prohibited.
Cigarette Contents and Disclosures
The law does not regulate the contents of cigarettes. The law requires that manufacturers and importers disclose to government authorities information on the contents and emissions of their products.
The law prohibits the sale of tobacco products via vending machine and the internet. The law also prohibits the sale of single cigarettes and small packets of cigarettes. The sale of tobacco products is prohibited to persons under the age of 18.

Law No. 175/AN/07 of December 2, 2007 is the primary law governing tobacco control. Implementing details were issued in two decrees – (1) Decree No. 2007/0230/PR/MS Prohibiting Smoking in Public Places, and (2) Decree No. 2008/0183/PR/MS Specifying the Manner in Which Statements Are to Be Printed that Must Appear on the Outside Covering of Packages and Wrapping of Tobacco Products – and two orders – (1) Order No. 2008/491/PR/MS Specifying the Combined Warnings and Messages on All Packaging of Tobacco Products, and (2) Order No. 2008/492/PR/MS Fixing the Characteristics of the Smoking Prohibition and Prohibition Posting Requirements.
