Tobacco Control Policies

Kazakhstan became a Party to the WHO Framework Convention on Tobacco Control on April 22, 2007.

Smoke Free Places: The law prohibits smoking in some workplaces and public places, including education and health facilities, cultural facilities, exhibition halls, stadiums and arenas, nightclubs and discos, and government facilities. However, smoking is permitted in designated areas of public catering facilities, "airports, rail, road and water stations." Smoking is prohibited on commercial aircraft and most ground transport; however, designated smoking areas are permitted on long distance rail and commercial watercraft.

Tobacco Advertising, Promotion and Sponsorship: There is a ban on tobacco advertising and some forms of tobacco promotion. The ban applies mainly to direct forms of advertising and promotion and, therefore, some indirect or less conventional forms of advertising and promotion may escape the ban. There are restrictions on sponsorship by the tobacco industry, and publicity of sponsorship is prohibited to the extent such publicity is prohibited under advertising and promotion provisions.

Tobacco Packaging and Labeling: On packaging of smoked tobacco products, rotating picture and text health warnings are required to cover 50 percent of the front and back of packaging. On packaging of smokeless tobacco products, rotating picture and text health warnings are required to cover 40 percent of the front and back of packaging. Misleading packaging and labeling, including terms such as “light” and “low tar” and other signs, is prohibited.

Tobacco Taxation and Prices: The World Health Organization recommends raising tobacco excise taxes so that they account for at least 70 percent of retail prices. Tobacco excise taxes in Kazakhstan are well below these recommendations.
