Tobacco Control Policies

Madagascar became a Party to the WHO Framework Convention on Tobacco Control on February 27, 2005.

Smoke Free Places: Smoking is banned in all indoor workplaces, indoor public places, and public transport.    

Tobacco Advertising, Promotion and Sponsorship: The law prohibits all forms of tobacco advertising, promotion and sponsorship.

Tobacco Packaging and Labeling: On packages of cigarettes and snuff, the law requires a photo or color image to cover at least 50 percent of the front surface of the packaging unit, as well as a text warning covering at least 50 percent of the lower part of the rear surface of the packaging unit. With respect to rotation, four textual warnings with corresponding photos or images are to be used simultaneously for a period of one year. On packages of chewing tobacco, the law requires a text-only warning to cover at least 50 percent of the back surface of the packaging unit. With respect to rotation, two warnings are to be used simultaneously for a period of one year. Misleading packaging and labeling, including terms such as light and mild and other signs, is prohibited.

Tobacco Taxation and Prices: The World Health Organization recommends raising tobacco excise taxes so that they account for at least 70 percent of retail prices. Tobacco excise taxes in Madagascar are below these recommendations.
